Figures carry their own uncertainty. Population, economic and military-spending data in wartime are estimates, often contested; every figure below shows its as-of date and a confidence grade, and leadership positions reflect the last review date and change without notice.

What this actor is

The Palestinian Authority is the interim self-government created under the Oslo accords, with civil and security powers in Areas A and B of the West Bank. It is not the same body as the Palestine Liberation Organization, which signed Oslo and holds the offices that decide succession, nor as Fatah, the party that dominates both; this module records all three through this actor and its relationships. The PA has not administered Gaza since 2007, but resolution 2803 makes it the end-state of Gaza's transition: the Board of Peace administers until the PA has "satisfactorily completed its reform program". Its finances depend on revenue Israel collects for it, and the World Bank reports those transfers completely suspended since May 2025, with wages paid at 50–70 per cent through 2025. Succession has been codified — a PLO vice-presidency since April 2025 and a constitutional declaration on interim succession in October 2025 — but elections have not: on 10 October 2026 a presidential decree postponed presidential and legislative elections to 11 September 2027.

The Bank does not verify transfers or deductions, which it says remain disputed. The PA finance minister put the total withheld at about NIS 13bn in February 2026 — the PA's own claim, not comparable with Israeli figures that count deductions and frozen balances differently. Three bodies, one record

The PLO is the party to Oslo; its Central Council created the vice-presidency in April 2025, and its Executive Committee approved the October 2026 postponement of elections the same day the decree issued. The PA is the administration Oslo created, with the security services and ministries that run Areas A and B. Fatah is the party: its eighth conference on 14 May 2026 re-elected Mahmoud Abbas as chair. The same leadership sits across all three, which is why they share this record — and why the record never treats a Fatah decision as a PA act or a PLO decree as a Fatah position.

Constraints

The PA's revenue, movement and territory are each set by another party. Clearance revenue moves only on Israeli release; the correspondent-banking arrangement that keeps Palestinian banks connected to the shekel system continues to the end of 2026, according to the Bank of Israel's deputy governor speaking to Reuters on 1 September 2026, and the next Israeli government decides what follows. No written instrument has been read. In the northern West Bank, the IDF's "Iron Wall" operation since January 2025 displaced more than 33,000 people, according to OHCHR; it began days after the PA's own Jenin camp operation ended in a truce.

Position in the system

The PA is the actor every external plan names as the Palestinian end state and none yet trusts to take it: resolution 2803 defers Gaza's handover to its reform, the World Bank's April 2026 Gaza assessment links governance transfer to the same condition, and its security cooperation in the West Bank runs through the US Security Coordinator.

Objectives

What the actor says, kept apart from what Vigil assesses. Each stated entry cites where the position was made; Vigil records that it was made, not that it is true.

Stated by the actor

Simultaneous presidential and legislative elections on 11 September 2027, by decree of 10 October 2026. The decree cites the non-implementation of resolution 2803, the barring of the election commission and observers from Gaza, settlement activity and the withholding of clearance revenue, which the PLO Executive Committee put at about $7bn.

A defined succession: the October 2025 constitutional declaration provides that the vice-president acts as interim president if the office falls vacant.

Assessed by Vigil

Positioning the PA as the only eligible Palestinian authority for Gaza's end state by meeting the reform condition that resolution 2803 and the donors set, rather than by contesting the Board of Peace.

Keeping the institution solvent rather than reversing the fiscal squeeze: salary cuts and external financing have kept the PA functioning in what INSS calls a "severe fiscal crisis".

Constraints

What limits this actor's options, with the kind of limit it is.

Its largest revenue source is collected by Israel under the 1994 Paris Protocol. Israel has suspended transfers since May 2025, and a law passed by the Knesset on 8 June 2026 (29–5) has the security cabinet set a yearly deduction for compensation to victims of hostile acts; its formal title has not been verified and no amount has yet been set.

Oslo II gives it civil and security control only in Area A and civil control in Area B; Area C, about 60 per cent of the West Bank, is under Israeli civil and security control, where Israel restarted land registration on 15 February 2026.

Gaza's transition is administered by the Board of Peace, not the PA, until the reform condition is met, so the PA's role in Gaza is conditional and externally assessed.

External Confidence: High Sources: UN Security Council resolutions, Secretary-General reports and meeting records (Levant)↗

Succession was codified only in 2025, through PLO bodies and a constitutional declaration rather than an election.

Sources of leverage

What this actor can bring to bear, and how firmly each is established.

International standing: the United Kingdom, Canada, Australia and Portugal recognised the State of Palestine on 21 September 2025, and France and others on 22 September, bringing recognising states above 150 by Al Jazeera's count. Recognition does not change who administers territory on the ground.

What remains unknown

  • The fate of the separately decreed 1 November 2026 PNC election and of the diaspora PNC component after the 10 October 2026 postponement.
  • The PA security services' current structure: no official published organisation chart was found.
  • The formal title of the June 2026 Knesset deduction law and the operation of the Norwegian holding arrangement for the Gaza-share deduction.
