What happened
Israel and the PLO exchange letters of mutual recognition on 9 September 1993 and sign the Declaration of Principles on Interim Self-Government Arrangements in Washington on 13 September. It provides for a five-year interim period of Palestinian self-government, with permanent-status issues — Jerusalem, refugees, settlements, borders and security — deferred to later negotiation.
The interim period was meant to end in 1999 and was never replaced. The deferred permanent-status issues remain undecided, which is why so much of the present system is interim arrangements outliving their own timetable.
