Israel restarts land registration in Area C

15 Feb 2026 (precursor 11 May 2025)

What happened

On 15 February 2026 Israel's government approves restarting formal settlement of land title in Area C — suspended by military order since 1968 — through the Justice Ministry's land registration authority, with a target of at least 15 per cent of unsettled land registered by the end of 2030. The decision builds on security-cabinet decision B/187 of 11 May 2025, which ordered the process resumed; a further security-cabinet package of West Bank land measures was reported on 8 February 2026. Israel's foreign ministry presents it as clarifying land rights; Palestinian leaders, Arab governments and Israeli rights groups describe it as a step towards annexation.

Assigning Area C land registration to a civilian ministry shifts administration of the territory from the military government toward Israeli state bodies, the mechanism on which the annexation debate turns. It is a decision, read from its draft text; the adopted wording, the implementing amendments to military orders and the first registered blocks are what the module watches.
