With PA salaries paid in part and months late, its services thinned: a three-day school week in 2025/26 and, per the PA Ministry of Health, 180 of 520 essential medicines at zero stock in June 2026. The PA blames withheld revenue; that link is plausible, and other causes are not excluded.
Written for humanitarian and policy readers: it connects security conditions to civilian effects, and implies no operational coordination.
How to read the grades
- Confirmed Documented as having occurred, with sources.
- Plausible exposure A mechanism Vigil assesses as likely; not documented as having occurred.
- Unconfirmed scenario Named because it is worth watching. Not asserted.
A step can never be graded more firmly than the step it depends on: a consequence cannot be better established than its cause. That rule is enforced when this site is built, not applied by hand — a chain that broke it would fail the build rather than publish.
- Trigger
PA liquidity shortfall under withheld clearance revenue (levant-pa-clearance-withholding)
- Affected area or systemConfirmed
The exposed asset is the public-service system the Palestinian Authority runs and pays for in the West Bank: government schools — the 2026/27 year opened on 6 September 2026 with 634,294 students in 1,967 government schools, per the Ministry of Education as reported by Anadolu — Ministry of Health hospitals and central medicine warehouses, and the referrals that send patients to East Jerusalem hospitals, which drew 63 per cent of patient-permit applications in the first half of 2026 (Makassed and Augusta Victoria, per WHO). The teachers, health workers and civil and military staff who run them are paid from the PA salary bill.

- Access or service disruptionConfirmed
Pay to that workforce is partial and late — the point at which the clearance chain ends. The World Bank records wages paid at 50–70 per cent of the commitment basis through 2025, and the June 2026 salary was paid on 23 September 2026 with a NIS 2,000 minimum, per the PA Finance Ministry via WAFA, about three months late. Services were cut back: the Ministry of Education shortened the public-school week from five days to four in 2024/25 and to three in 2025/26, a year that also started a week late (Al Jazeera, 26 November 2025; AFP, February 2026); some schools ran four days on their own account, and the 2026/27 schedule has not been confirmed.

- Civilian conditionPlausible exposure
The civilian condition is reported by the PA and by an Israeli rights group, each attributed. The PA Ministry of Health said on 4 June 2026 that about 180 of 520 essential medicines and 50 of 97 chemotherapy drugs were at zero stock, and attributed this to 15 months of withheld clearance revenue (WAFA, Al-Quds); it said more than 11,000 surgeries had been postponed since the start of 2026 (via OCHA, 12 June 2026), and the press reported suppliers halting new shipments over unpaid debts. In education, the Association for Civil Rights in Israel (ACRI) reports that about half of West Bank schools closed temporarily in January 2026 during strikes by unpaid teachers, and that many schools still run three days a week. Graded plausible: the figures are party and advocacy statements, and the link to revenue is the PA's.

- Broader humanitarian significancePlausible exposure
Vigil's reading is that the continuity of PA public services — a full school week, scheduled surgery, stocked essential medicines — is under sustained fiscal pressure, and that the services the PA delivers directly are where the withheld revenue described in levant-pa-clearance-withholding reaches civilians. Graded plausible: the PA attributes the cuts to withheld revenue, but other causes are not excluded — the four-day week of 2024/25 predates the complete suspension of transfers reported from May 2025; Ministry of Health debts to private and charitable hospitals and suppliers (about NIS 3bn, per the Ministry in December 2025) are their own mechanism; and ACRI also records military and settler incidents disrupting schools. Donor grants partly offset the referral bill, including €9.29m for East Jerusalem hospitals announced on 27 April 2026 (EEAS).

Civilian conditions affected
Named as plain labels rather than a controlled vocabulary, so this list cannot drift from the commodity names the module's economy section already uses.
What remains unknown
- The Ministry of Health's stock-out statements use different bases and are not comparable: 52 per cent of the essential list (December 2025), about 180 of 520 (June 2026), and more than 726 items in central warehouses (August 2026, relayed by a Yemeni outlet, low confidence).
- The 2026/27 school-week schedule has not been confirmed by the Ministry of Education.
- A general strike in West Bank hospitals on 21 April 2026 over unpaid salaries and supply shortages was reported by New Lines; the unions were not named and no end date was given, so it is not used as a step.
- No 2026 data were found on security-service or municipal pay, on Ministry of Health referral-abroad spending, or on East Jerusalem hospitals' 2026 debt.
Readings the evidence also supports
- The PA attributes the service cuts to Israeli withholding of clearance revenue; Israel presents the deductions as responses to PA payments to prisoners' families (see levant-pa-clearance-withholding). How far the cuts reflect the PA's own fiscal choices and arrears that predate the complete suspension cannot be separated in the record.
- School disruption has causes beyond pay: ACRI counts 2,040 military and settler incidents affecting 541 schools in 2024/25, and 352 schools moved to remote learning during Israel's northern West Bank operation.
Listed because the record's own assessment is not the only one its sources permit — not as a hedge on the assessment above.
The 2026/27 public-school schedule (candidate)
A Ministry of Education statement of the weekly schedule for 2026/27, and any teachers' strike call; the 2025/26 three-day week is the baseline.
A Ministry of Health zero-stock count on the same denominator (candidate)
A new statement of essential medicines at zero stock expressed against the 520-item list, the only basis on which the June 2026 reading can be compared.
