Israel suspends clearance-revenue transfers to the Palestinian Authority

May 2025

What happened

According to the World Bank, Israel completely suspended transfers of clearance revenue to the PA in May 2025. The PA subsequently paid public salaries at roughly 50–60 per cent. Israel's finance minister has described the freeze as a response to the PA's international moves and its payments to prisoners' families.

It converted the Paris Protocol's collection arrangement into the PA's most acute constraint, and it is the context of the June 2026 law that puts deductions into statute. The PA's and Israel's cumulative "withheld" totals measure different things and are never compared as one figure.
