Do the bodies of Gaza's transition — the Palestinian administrative committee, the stabilisation force, a vetted police — begin operating inside the Strip?

The NCAG working inside Gaza, a stabilisation-force contingent on the ground, its approval by Israel, a vetted police cohort — bodies, not weapons or goods.

A Watch question is not a forecast. It names the evidence that would change an assessment and records what each review found — including the reviews that found nothing moved.

Where it stands

Standing assessment

Current assessment

Moderate confidenceAs of

None of the bodies operates inside Gaza.

The National Committee for the Administration of Gaza works from Cairo; Israel has not allowed it to enter and has not stated a reason (Al Jazeera, 10 October 2026). No stabilisation-force unit is confirmed inside the Strip: Morocco (16 July) and Kosovo (7 September) have signed participation agreements, and Israel's cabinet capped a first deployment at 200 troops with ministerial sign-off per contingent, none of it reported given. No vetted police cohort is reported trained or deployed. Hamas's 6 July dissolution of its emergency committee is a declaration, not a transfer.

Opened

Opened by the Levant P6 monitoring pass. Baseline is absence on the ground for every body: the committee in Cairo and not admitted by Israel, no force contingent inside Gaza against two signed participation agreements and a 200-troop first-deployment cap, no reported contingent approval, no police cohort, and Hamas's July dissolution of its emergency committee as the only transfer step on record, a declaratory one.

What would change the assessment4 assessment-change conditions · qualitative, as the record states them

  1. Committee officials working from inside Gaza

Assessment effectmoves the administration of the area west of the line from Hamas's civil service to the body Resolution 2803 routes everything through, and starts the Roadmap's sequence.

  2. A named contingent entering the Strip

Assessment effectmakes the stabilisation force a presence rather than a mandate and supplies the Roadmap's second precondition for decommissioning.

  3. A first police cohort trained in Egypt and deployed back into Gaza

Assessment effectgives the committee an internal-security instrument of its own and changes who polices the area Hamas now polices.

  4. A public Israeli decision refusing the committee's entry or the force's deployment

Assessment effectconverts an unexplained absence into a stated position and changes what the second Board of Peace report has to answer.

  1. 01Test

The NCAG working from premises inside Gaza

Committee officials announced by the committee, the Board of Peace or the UN as working inside the Strip — the act that turns an appointed administration into a present one.

  2. 02Test

A stabilisation-force contingent inside the Strip

A named contributing state, the force or the Board of Peace announcing that troops or police of the force have entered Gaza. A signed participation agreement is not the act.

  3. 03Test

Israel approves a named national contingent

A sign-off by the prime minister, defence minister and foreign minister for a specific contingent under the 26 July 2026 cabinet decision, reported by Israel or the contributor.

  4. 04Test

A vetted police cohort trained or deployed

A first cohort of committee-vetted police leaving Gaza for training in Egypt, or deploying back into the Strip.

  5. 05Test

Gaza's ministries working under committee direction

A named committee official signing an administrative act that Gaza's civil service executes — the transfer in practice, as distinct from a declaration that one has occurred.

Confidence: Moderate The committee's location in Cairo, the two signed participation agreements and the Israeli cabinet decision are matters of record. The absence of contingent approvals and of a police cohort rests on the absence of reporting, and approvals given privately are not visible from outside.
