What happened
The Board of Peace publishes a 15-point roadmap for completing the US plan in Gaza, developed by the guarantors (Egypt, Qatar, Türkiye and the United States) and the High Representative. It provides for an International Verification Committee of guarantor, Board and stabilisation-force representatives to certify each stage, handover of governance and internal security to the Palestinian technocratic committee, decommissioning of heavy weapons and tunnels "linked to an Israeli withdrawal, in phases", and licensing of personal weapons. Hamas approves it; Israel is not a signatory.
The disarmament-versus-withdrawal sequence is the unresolved core of Gaza's second phase, and this is the latest written attempt to settle it. It is not in force as a text binding both parties: the verification committee has not been shown to be constituted, and the 14-day clock it sets runs only from approval by all parties.
