和平委員會公布一份完成美國加薩計畫的15點路線圖，由保證方（埃及、卡達、土耳其與美國）與高級代表共同擬定發展而成。路線圖規定設立一個由保證方、委員會與穩定部隊代表組成的國際查證委員會，以認證每個階段；將治理與內部安全移交給巴勒斯坦技術官僚委員會；「與以色列分階段撤軍掛鉤」地拆除重型武器與地道；並對個人武器實施許可制。哈瑪斯批准了這份路線圖；以色列並非簽署方。

The disarmament-versus-withdrawal sequence is the unresolved core of Gaza's second phase, and this is the latest written attempt to settle it. It is not in force as a text binding both parties: the verification committee has not been shown to be constituted, and the 14-day clock it sets runs only from approval by all parties.
