What happened

A White House statement names the National Committee for the Administration of Gaza, chaired by Ali Sha'ath; a High Representative for Gaza, Nickolay Mladenov; the Board of Peace's executive board; and Maj. Gen. Jasper Jeffers as commander of the International Stabilization Force. The United States declares the ceasefire's second phase in mid-January.

These are the offices through which 2803 is supposed to work. Their gap between appointment and presence — the committee based in Cairo, the force not deployed — is the measure the module watches for Gaza's governance.
