AssessmentHigh confidence

A described arrangement, not a rating. Vigil publishes no measure of how strong, warm or hostile a relationship is, and no relationship on this site carries a score, a trend or a direction of travel. What is recorded is what the arrangement covers, when it began, what has changed it, and how firmly each of those is established.

In short

Egypt is a member state of the Board of Peace and one of the four guarantors of the Gaza ceasefire. The technocratic committee meets in Cairo, Egypt is the lead partner for training Gaza's vetted police, and the stabilisation force is to act in close consultation with it.

Board of Peace has as a member Egypt and the Levant. A directional arrangement: the two parties do not hold the same position in it. Authored once and read from both ends.

Summary

The Board of Peace's report to the Security Council lists Egypt among its 28 member states and names it, with Qatar, Türkiye and the United States, as a guarantor of the ceasefire and one of the authors of the July 2026 roadmap. The National Committee for the Administration of Gaza held its inaugural meeting in Cairo on 15 January 2026 with Egyptian support and remains based there; Egypt is the lead training partner for the vetted civilian police the committee is to deploy. Resolution 2803 requires the International Stabilization Force to act in close consultation with Egypt and Israel, and Gen. Hassan Rashad sits on the Gaza Executive Board named by the White House. Rafah, Gaza's crossing with Egypt, reopened for people on 2 February 2026.

Why it matters

Every mechanism the Board has created that exists outside Gaza — the committee, the police pipeline, the southern crossing — runs through Egypt. Its membership is where the Board's plans meet the only border Gaza has that is not with Israel.

What remains unknown

  • Whether police training in Egypt has begun is not established; the Board reported it "ready to commence" in May 2026, and press reports Israel preventing recruits from leaving Gaza for training.
