What this actor is

Egypt is the Levant system's southern interface: the only state other than Israel that borders Gaza, a mediator and guarantor of the Gaza arrangements, and since 2025 the buyer in Israel's largest gas export deal. Resolution 2803 credits it, with the United States, Qatar and Türkiye, with facilitating the October 2025 ceasefire, and with them it developed the Board of Peace's roadmap of July 2026. Cairo hosts the Palestinian technocratic committee, which held its first meeting there in January 2026 and has not entered Gaza, and Egypt leads the training of Gaza's vetted police. The Rafah crossing reopened for people on 2 February 2026 under an EU border mission. The 1979 peace treaty's security annex caps Egyptian forces in Sinai zone by zone, which is why any Egyptian deployment near Gaza is also a treaty question.

Treaty interface

Annex I of the 1979 Egypt–Israel treaty divides Sinai and the Israeli border strip into zones with force caps — one mechanised division in Zone A, border battalions only in Zone B, UN forces and civil police only in Zone C, and four Israeli infantry battalions in Zone D. Israeli officials and media have reported Egyptian deployments beyond those caps since 2023; those reports are asserted, not verified, and many deployments have been agreed bilaterally.

Position in the system

Egypt holds the second door into Gaza and the seat of its intended Palestinian administration, so Rafah's regime, the technocratic committee's entry and the police it trains are matters of Egyptian policy as much as of Palestinian governance. It also tabled the Arab reconstruction plan adopted at the Cairo summit of 4 March 2025 (about $53bn over five years), a different instrument from the World Bank assessments.
