Israel declares Gaza "hostile territory" and formalises the closure regime

19 Sep 2007

What happened

Israel's security cabinet declares the Gaza Strip "hostile territory" and authorises restrictions on the movement of goods, fuel and people. With Egypt's control of Rafah, the closure becomes the standing regime for Gaza, punctuated by rounds of war in 2008–09, 2012, 2014 and 2021.

The crossing-based access system the module records — what enters through Kerem Shalom, whether Rafah opens, which goods count as dual-use — is the institutional descendant of this decision. Israel describes it as a security measure against Hamas; UN bodies and rights groups describe it as a blockade affecting the whole population. Both characterisations are attributed.
