يعلن المجلس الوزاري الأمني الإسرائيلي قطاع غزة «إقليمًا معاديًا» ويأذن بفرض قيود على حركة البضائع والوقود والأشخاص. ومع سيطرة مصر على معبر رفح، يصبح الإغلاق النظام القائم في غزة، تتخلله جولات حرب في 2008–09 و2012 و2014 و2021.

The crossing-based access system the module records — what enters through Kerem Shalom, whether Rafah opens, which goods count as dual-use — is the institutional descendant of this decision. Israel describes it as a security measure against Hamas; UN bodies and rights groups describe it as a blockade affecting the whole population. Both characterisations are attributed.
