Izraelski gabinet bezpieczeństwa ogłasza Strefę Gazy „terytorium wrogim” i zezwala na ograniczenia w przemieszczaniu towarów, paliwa i ludzi. Wraz z egipską kontrolą nad Rafah zamknięcie staje się stałym reżimem w Strefie Gazy, przerywanym kolejnymi rundami wojny w latach 2008–09, 2012, 2014 i 2021.

The crossing-based access system the module records — what enters through Kerem Shalom, whether Rafah opens, which goods count as dual-use — is the institutional descendant of this decision. Israel describes it as a security measure against Hamas; UN bodies and rights groups describe it as a blockade affecting the whole population. Both characterisations are attributed.
