A Watch question is not a forecast. It names the evidence that would change an assessment and records what each review found — including the reviews that found nothing moved.

Where it stands

Standing assessment

Current assessment

Moderate confidenceAs of

Kerem Shalom is the only operational cargo crossing (OCHA, 2 October 2026); Zikim has been closed since 24 May 2026, and no Erez goods terminal had opened by 8 October (Gisha).

Israel's current dual-use list is unpublished; the Norwegian Refugee Council reports dual-use items from Jordan capped at 15 trucks a week and cement, timber and metal sheeting blocked. Which international NGOs operate after the June 2026 registration deadline is not established. The latest IPC analysis, the 23 July 2026 snapshot for April–June, classifies every governorate in Phase 3 and none in Phase 5; no later analysis was found.

Opened by the Levant P6 monitoring pass. Baseline is one operational cargo crossing since 24 May 2026, an unpublished dual-use list with NGO-reported caps, an INGO registration regime upheld by the Supreme Court on 19 May 2026 whose application after June is not established, and the 23 July 2026 IPC snapshot as the latest classification.

What would change the assessment4 assessment-change conditions · qualitative, as the record states them

  1. A second cargo crossing in operation

Assessment effectends the single point of entry and changes how goods reach northern Gaza, now supplied from the southern gate.

  2. A published dual-use list or a change to the shelter and Jordan caps

Assessment effectmakes the item rules readable from the rules themselves rather than from what agencies report denied, and changes what the winter shelter response can bring in.

  3. A published list of international NGOs ordered to cease, or a reversal of the rules

Assessment effectchanges who delivers the food, shelter and nutrition treatment those organisations stated they provide.

  4. A new IPC analysis classifying any governorate in a different phase

Assessment effectreplaces the July snapshot as the measure of what the access regime's output amounts to for people, whichever direction it moves.

A published list, a changed cap or offloading rule, or an item class admitted or newly refused, reported by Israel, the UN or a cluster.

  3. 03Test

The INGO registration regime applied or changed

A published list of international NGOs permitted or ordered to cease, a named organisation stopping work under the rules, or a change to the rules or their enforcement.

  4. 04Test

A new IPC analysis classifies a governorate differently

A new IPC analysis or Famine Review Committee finding placing any governorate in a phase other than Phase 3, in either direction, or classifying the area near the Israeli-held line that the July snapshot excluded.

Confidence: Moderate The crossings' status rests on OCHA and Gisha and is high-confidence; the dual-use caps are an NGO's account of a list Israel has not published; the registration regime's post-June application is unknown; the IPC classification is the partnership's finding, with Israel's rejection of earlier findings attributed beside it.
