What happened
A three-phase ceasefire and hostage-release agreement between Israel and Hamas, mediated by Qatar, Egypt and the United States and announced in Doha on 15 January, takes effect on 19 January 2025. Its first phase exchanges 33 hostages for Palestinian prisoners. The second phase is never agreed, and Israel resumes large-scale strikes on Gaza on 18 March 2025.
Its failure set the pattern the October 2025 agreement was built to avoid: an exchange-first phase followed by unresolved terms on withdrawal, governance and Hamas's arms. The full text was never officially published; the module records the reported terms as reported.
