AssessmentHigh confidence

A described arrangement, not a rating. Vigil publishes no measure of how strong, warm or hostile a relationship is, and no relationship on this site carries a score, a trend or a direction of travel. What is recorded is what the arrangement covers, when it began, what has changed it, and how firmly each of those is established.

In short

Israel is one of the 28 member states of the Board of Peace, the body Resolution 2803 welcomed as Gaza's transitional administration. It is also a party to the war, the force holding most of the Strip, and not a signatory of the Board's July 2026 disarmament roadmap.

Board of Peace has as a member Israel and the Levant. A directional arrangement: the two parties do not hold the same position in it. Authored once and read from both ends.

What it covers
InstitutionalDiplomaticCategories the arrangement is documented to include. Not a measure: a relationship covering more of them is described in more detail, not held more firmly.

Summary

The Board of Peace's report to the Security Council lists the State of Israel among the 28 states whose heads of state are members. Resolution 2803 requires the International Stabilization Force to act in close consultation with Israel and Egypt, and ties Israeli withdrawal to standards, milestones and timeframes agreed among the IDF, the force, the guarantors and the United States. Israel did not sign the roadmap the guarantors and the High Representative presented on 30 July 2026, which Hamas approved; the Board said on 3 August, after the High Representative met Israel's prime minister, that Israeli withdrawal beyond the Yellow Line (Gaza) would follow completed decommissioning, according to press. The Palestinian Authority is not a member; the Board opened a liaison office with it in February 2026.

Why it matters

Israel's membership places the party whose withdrawal the plan sequences inside the institution meant to manage that sequence. Whether the Board's decisions bind Israel, or Israel's positions shape the Board, is the question its unsigned roadmap left open.

What remains unknown

  • The Charter was not read; what membership obliges a member state to do is not established.
  • The Board's 3 August 2026 statement on withdrawal is known from press reporting, not from a Board text.
