AssessmentHigh confidence

A described arrangement, not a rating. Vigil publishes no measure of how strong, warm or hostile a relationship is, and no relationship on this site carries a score, a trend or a direction of travel. What is recorded is what the arrangement covers, when it began, what has changed it, and how firmly each of those is established.

In short

Qatar is a member state of the Board of Peace, one of the four guarantors of the Gaza ceasefire and one of the eight founding donors. Both Gaza ceasefires were mediated in part through Doha, so Qatar sits on the Board as funder and as a channel to Hamas.

Board of Peace has as a member Qatar and the Levant. A directional arrangement: the two parties do not hold the same position in it. Authored once and read from both ends.

Summary

The Board of Peace's report to the Security Council lists Qatar among its 28 member states, as one of the four guarantors that developed the July 2026 roadmap, and as one of eight states that signed the Declaration of Founding Donors on 19 February 2026. Ali Al-Thawadi sits on the Gaza Executive Board named by the White House. Qatar's prime minister announced the January 2025 ceasefire in Doha, and Resolution 2803 credits Qatar, with the United States, Egypt and Türkiye, with facilitating the October 2025 ceasefire. Israel struck Hamas's political leadership in Doha on 9 September 2025.

Why it matters

Reconstruction in Gaza depends on Gulf money and decommissioning on Hamas's consent; Qatar is on the Board for both reasons. Its membership is the institutional form of a role the relationship vocabulary has no type for: mediation.
