Watch question · Military

Does the Saudi–Houthi front settle into a negotiated arrangement, or escalate into a Saudi campaign in Yemen?

Saudi strikes inside Yemen, Houthi strikes on Saudi territory, the Riyadh–Sanaa channel and the shore of Bab el-Mandeb — each read separately, none inferred.

A Watch question is not a forecast. It names the evidence that would change an assessment and records what each review found — including the reviews that found nothing moved.

Current condition

Moderate confidenceAs of

Escalating on the ground, unsettled in the channel.

Since the Houthi movement declared the de-escalation phase over on 13 July 2026 it has blockaded Saudi ports (20 July), mounted the heaviest attack wave on Saudi territory (8 September) and taken the southern Red Sea coast to Bab el-Mandeb, Mokha included (10–11 September), while declaring navigation safe for all but Saudi vessels. Saudi Arabia answered the coast's loss with missile strikes on Houthi-held areas within a day, on one outlet's report. No truce instrument is in force, no mediated round has been announced since July, and the Makkah Agreement has not been invoked.

Opened

Opened by the Watch & Activity monitoring expansion pass, which found the front recorded as a campaign, four key events and two Tempo rows with no standing question on Riyadh's choice. Baseline is the position after the coast changed hands on 10–11 September as the 13 September brief recorded it: no truce, no round, no invocation, strikes in both directions.

Why it matters

The Gulf's Hormuz alternative runs out through a strait whose southern shore the Houthi movement now holds, and whether Riyadh answers that with a campaign, a settlement or neither decides what the Red Sea outlet is worth. A Saudi air campaign reopens a war the kingdom spent 2022–2025 leaving; a negotiated arrangement on the 2022 truce's pattern trades the coast's usability for restraint; and a front that neither escalates nor settles leaves the bypass arithmetic hostage to a movement's declarations. Each outcome is observable in acts — strikes, delegations, instruments — which is why this question refuses to read Saudi intent from Houthi advances or the reverse.

Observables7 named · “met” describes evidence, not success

  1. 01Test

Saudi or coalition strikes inside Yemen, dated and acknowledged

Strikes acknowledged by Saudi Arabia or the coalition, or reported with a place and date by two outlets, read as a count per week against the round's opening. A single reported salvo is a record; a pattern is the finding.

  2. 02Test

Houthi missile and drone strikes on Saudi territory

Read from the energy and positions Tempo rows where the strike lands at a published marker, and from Saudi statements elsewhere — never from the movement's claims alone.

  3. 03Test

A delegation, a round or a mediator's statement between Riyadh and Sanaa

A Houthi delegation received, an Omani- or UN-mediated round announced with a date, or a joint statement — an act in the channel, as distinct from either side stating willingness.

  4. 04Test

A truce or de-escalation instrument with dates

A declared truce, a renewed roadmap or a written arrangement covering strikes, ports or the coast, with a start date and a term.

  5. 05Test

The southern coast retaken by government forces, or held through a quarter

Mokha, Perim or the Bab el-Mandeb shore changing hands again on independent reporting, or the movement's hold on them lasting a quarter — the ground observable, and the only one about the ground.

  6. 06Test

United States or other external strikes on the movement resumed

A stated United States, British or Israeli strike on Houthi targets tied to the Saudi front, which moves the dormant Houthi–US relationship back to active and changes what the front is.

  7. 07Test

The Makkah Agreement invoked over the front

A formal invocation or a contribution named as made under the Agreement in respect of Yemen — the observable shared with the Makkah question, recorded there in full.

What would change the assessment2 assessment-change conditions · qualitative, as the record states them

  1. A sustained Saudi air campaign inside Yemen acknowledged by Riyadh, or external strikes on the movement tied to the front

Assessment effectmoves the reading from a movement's offensive to a two-sided war and reopens what 2022 closed.

  2. A truce instrument with dates, or a Houthi delegation received in Riyadh with a joint statement

Assessment effectmoves the front from escalation to arrangement and makes the coast's usability a term rather than a threat.

What remains unknown

  • Saudi strikes inside Yemen are reported unevenly and rarely acknowledged; the count is a lower bound on reporting.
  • The reported Saudi requests for United States strikes rest on one outlet's account and are graded low; nothing here asserts what Riyadh asked for or was told.
  • Vigil publishes no assessment of the ground war in Yemen beyond the coast's control as reported, which is the module's scope rule.

Readings the evidence also supports

  • The coastal offensive is a bargaining position ahead of a settlement rather than the opening of a campaign, in which case the channel-act observable fires before the strike count moves.
  • The front is being decided in the Iran–United States exchange rather than between Riyadh and Sanaa, in which case the movement's acts track Tehran's war and the Saudi observables measure a party that is not the principal.

Listed because the record's own assessment is not the only one its sources permit — not as a hedge on the assessment above.

Confidence: Moderate The declarations, the blockade, the September wave and the coast's change of hands are documented in the module's key events and the 13 September brief; the Saudi strikes and the requests to Washington rest on single accounts and are graded low where they appear.
