The United States has designated Hezbollah, as "Hizballah", a Foreign Terrorist Organization since 1997 and targets the networks that finance it. In the June 2026 Framework the US and Lebanon commit to block funds reaching affiliated entities, and new US aid to Lebanon is tied to disarmament.

Summary
The State Department lists "Hizballah" as a Foreign Terrorist Organization, among the first designations under that authority, effective 8 October 1997 (62 FR 52650), and the Treasury designates individuals and companies that finance it. On 6 November 2025 the Treasury said the IRGC-Qods Force had transferred over $1 billion to Hezbollah, mostly through money exchange companies. The restrictive relationship now extends into the Lebanon arrangements: in the Trilateral Framework of 26 June 2026 Lebanon undertakes to prevent reconstruction funds reaching non-state armed groups, Lebanon and the United States commit to block funds reaching affiliated entities, and new US assistance is conditioned on verifiable milestones. The Secretary of State described US policy the same day as disarming "Hizballah". A Reuters report of October 2026 of $200m from Iran for Hezbollah to help Lebanon's displaced, citing anonymous sources, is disputed by the State Department.
Why it matters
Hezbollah is a party in Lebanon's government and its parliament, and US designations shape what any donor, bank or reconstruction programme in Lebanon can touch. With reconstruction money conditioned on disarmament, the designation is part of the leverage the Framework relies on.

What remains unknown
- The period covered by the Treasury's $1 billion figure is not stated in the release text read (sb0308, 6 November 2025).
- Individual Treasury designations are events and are not enumerated here.
Readings the evidence also supports
- The funding provisions of the Framework can be read as Lebanon adopting the US restrictive regime, or as a commitment Lebanon's financial system cannot enforce against a party in its own government; the record states the commitments, not their effect.
Listed because the record's own assessment is not the only one its sources permit — not as a hedge on the assessment above.
