Figures carry their own uncertainty. Population, economic and military-spending data in wartime are estimates, often contested; every figure below shows its as-of date and a confidence grade, and leadership positions reflect the last review date and change without notice.

What this actor is

Palestinian Islamic Jihad is the second armed Palestinian organisation in Gaza and the one most closely tied to Iran in US government reporting, which has described Iran as its principal source of funding and training. It is not a governing authority and holds no administrative role in Gaza; it enters the module's mechanisms as an armed organisation whose weapons fall under the same decommissioning provisions as Hamas's. The Board of Peace roadmap of 30 July 2026 requires all factions, not Hamas alone, to cease military operations and hand weapons and governance functions to the Palestinian technocratic committee. In the northern West Bank, armed formations such as the Jenin Brigade, which press and the parties describe as linked mainly to PIJ and Hamas, were the target of the PA's own operation in December 2024 and of the IDF's "Iron Wall" operation from January 2025.

Why it is a separate record

PIJ is an armed organisation, not a governing one: it has never held the administrative role in Gaza that Hamas has, so the plan's governance provisions do not reach it while its decommissioning provisions do. It also reaches into the northern West Bank through locally organised armed formations, which makes it an actor in both of the module's Palestinian arenas.

Constraints

Any Gaza settlement that disarms Hamas must also disarm PIJ, and PIJ is not a named party to the instruments. In the West Bank the camps where its formations operated — Jenin, Tulkarm, Nur Shams — have been under IDF closure since the Iron Wall operation, with more than 33,000 people displaced according to OHCHR.
