AssessmentLow confidence

A described arrangement, not a rating. Vigil publishes no measure of how strong, warm or hostile a relationship is, and no relationship on this site carries a score, a trend or a direction of travel. What is recorded is what the arrangement covers, when it began, what has changed it, and how firmly each of those is established.

In short

US government reporting has described continuing Iranian support to Hamas, including in its 2021 terrorism report. Vigil found no primary evidence of what has reached Hamas since 2025, when Iran's routes into the region were disrupted, so the relationship's current state is recorded as uncertain.

Hamas receives material support from Iran and the Levant. A directional arrangement: the two parties do not hold the same position in it. Authored once and read from both ends.

Summary

Iranian financial and military support to Hamas is a standing finding of US government reporting; the State Department's 2021 country report on terrorism described it as continuing. Since then the setting changed twice: the October 2023 war and the destruction of much of Hamas's infrastructure in Gaza, and the closing of Iran's land route through Syria in December 2024. No primary source read for this record establishes what Iran has provided to Hamas since 2025, by what route, or whether it continues under the October 2025 ceasefire. The plan endorsed by Resolution 2803 and the Board of Peace roadmap require the decommissioning of Hamas's weapons and the destruction of its production capacity; any resupply would run against the roadmap Hamas approved in July 2026.

Why it matters

Gaza's disarmament is the condition every next step waits on; whether Hamas can replace what it hands over or keeps depends partly on whether this channel still operates. The record keeps that question open rather than answering it from Iran's past conduct.

What remains unknown

  • The relationship is older than 2021: validFrom is the date of the earliest US government report this record read, not the start of Iranian support.
  • No primary evidence of Iranian funding routes to Hamas after 2025 was found, and the current content of the relationship is not established.
  • No source read establishes Iranian direction of Hamas's decisions, including the attack of 7 October 2023; none is asserted.

Readings the evidence also supports

  • Hamas's sustained capability after two years of war may reflect stockpiles and local production rather than current Iranian supply. Present capability is not evidence of present transfers.

Listed because the record's own assessment is not the only one its sources permit — not as a hedge on the assessment above.
