What happened
The United States and France announce a cessation of hostilities between Israel and Lebanon, effective at 04:00 on 27 November 2024; its thirteen-paragraph text is circulated to the Security Council as the annex to S/2024/870. Lebanon undertakes to prevent attacks by Hezbollah and other armed groups and to confine arms to listed official forces, "starting with" the area south of the Litani; Israel is to withdraw south of the Blue Line within 60 days as the Lebanese army deploys, towards a target of 10,000 troops in the south. A US-chaired Mechanism with France, UNIFIL, Israel and Lebanon monitors it. Hezbollah is not a party.
It set the terms — state monopoly of arms, phased withdrawal, a US-chaired monitor — that the 2025 Lebanese cabinet decisions and the 2026 instruments carried forward. Whether its disarmament obligation covers all of Lebanon is disputed between Israel and Hezbollah. It was overtaken by the 2026 war without formal termination; the UN records that the Mechanism suspended its meetings on 18 March 2026.
