In Niger the force is co-located with the AES joint command at Base 101, and the August 2026 request came from the base command — coordination at the site, not integration.

Why it matters
It is the difference between a deployment that can be sent home and one that cannot. A ministry can second officers; a company could not, which makes this the single dimension the transition from Wagner to a state formation made newly possible — and the one the Note found had not happened. Integration documented in any one of the three states changes what the host state's own forces are; a documented refusal strengthens the opposite reading.
