Lavrov and the AES foreign ministers issue a joint statement on military support in Niamey

DiplomaticMilitaryState authority and military rule

Russian Foreign Minister Sergei Lavrov met the foreign ministers of Mali, Burkina Faso and Niger in Niamey, a follow-up to their April 2025 meeting in Moscow. A joint statement said Moscow would "continue its support for strengthening the operational capacities of AES member states' armed forces", and the ministers discussed defence, counter-terrorism, training and infrastructure cooperation. Reporting describes the statement as welcoming Russian support to the confederation's unified force; no text setting out what that support is has been published.

Why it mattersThe consultations are the dated event behind the Russia–AES framework this module records as the moment three bilateral relationships acquired a single counterparty. A joint statement is a position, not a capability, and it is recorded as such; what it changes is the institutional shape of the relationship, which is the Analytical Note's argument about the transition from Wagner as a whole.
