Notable history

Announced in January 2025 at roughly 5,000 personnel and formally inaugurated on 20 December 2025 at a ceremony held at an air base in Bamako, under the command of Burkinabè General Daouda Traoré. It is funded, with the confederation's other institutions, by the 0.5% import levy the three states agreed on 28 March 2025. Its command element is co-located with the Russian Africa Corps at Base 101 in Niamey. The force was created to answer a real and specific problem: JNIM and Islamic State Sahel operate across the three states' shared borders, and each national army's operations stop at those borders. A joint command is the obvious institutional answer to that asymmetry.

Strengths

A named commander from one member state operating under a confederal rather than national authority — an arrangement none of the three had before — and a dedicated funding stream that does not depend on annual national appropriations.

Limitations

Nothing it has done is documented. No joint operation attributable to this force has been independently reported since its inauguration, and its actual composition, funding level and command arrangements beyond the announced headline figure are not published. The distinction this record holds is between an institution that has been created and one that has been shown to work, and at present only the first is established. That is not an assertion that it does nothing — it is a statement that Vigil has no evidence either way, which is why this record carries low confidence.

Formal parent institution: Answers to the Alliance of Sahel States confederation rather than to any single member's chain of command. How that authority works in practice is not publicly documented.
