Its command element is co-located with the Russian Africa Corps at Base 101 in Niamey. The force was created to answer a real and specific problem: JNIM and Islamic State Sahel operate across the three states' shared borders, and each national army's operations stop at those borders. A joint command is the obvious institutional answer to that asymmetry.
