Podsumowanie

Russia's Sahel position began as three separate bilateral relationships — Wagner in Mali from December 2021, an instructor contingent in Burkina Faso from late 2023, a presence in Niger co-located with the AES joint command — and the July 2026 Niamey consultations added an institutional layer above them. The resulting framework makes Moscow the confederation's formal interlocutor rather than three governments' separate partner, and the AES actor record treats it as the mark of the bloc's consolidation. What the framework does not do is merge the deployments: the three national postures remain different in scale, combat record and official acknowledgement, and this module states each separately rather than averaging them.

Dlaczego to ważne

It is the point at which the confederation acquired something a bloc has and a set of governments does not: a single external security counterparty. That matters more for what it says about the AES than about Russia — the institution has been shown to work as a diplomatic vehicle well before it has been shown to work as a military one.
