Why it matters
One institution implemented three ways: a combat partnership, an instructor mission and a regime guarantee. Reading them as one posture hides the thing the Note found — that formalisation gave Russia a sustainment chain and a presence it can avow, and did not buy a better military outcome in Mali — and hides the Niger threshold, the only acknowledged case in the Sahel of a Russian force acting against a host state's own soldiers. Whether that recurs, and whether Mali's contraction continues, are the two movements that change what the presence is.
Why continued absence matters
A month in which Moscow says nothing about Mali, answers no conduct case and moves no post is the pattern the Note described, and each such window is evidence that statements follow successes and silence follows losses.
