Why it matters
The three legal systems — UN measures returned under the snapback, EU restrictive measures reimposed in September 2025, and US measures including General License U — are separate, and a change in one is not a change in the others. Diplomacy that produces a document or a mechanism changes one of them; diplomacy that produces a meeting changes none. The question exists so that the module never records willingness as progress: the change that counts is a step that can be checked against something other than its own announcement.
