Found late and dated to when it happened: on 19 September a senior Iranian official said Iran's conditions for ending the war — an end to the war on all fronts, the release of frozen assets and the lifting of the naval blockade — had been passed to Washington through Qatar. On 22 September the two sides held their first mediated shuttle talks in months at the General Assembly, through Qatar and Oman, on ending the war and reopening the Strait of Hormuz. On 25 September Iran's foreign minister proposed a seven-day ceasefire in which the strait would reopen on conditions — frozen assets released, oil sanctions and the naval blockade lifted — and on 26 September the Wall Street Journal reported, and the president was quoted as saying, that Washington rejected it. A mediated channel, an offer and its refusal are movement, not a framework.

Graham Sanctioning Russia and Iran Act of 2026, signed on 18 September, extends sanctions on Iran's energy and weapons sectors by statute. A sanctions instrument is evidence about the pressure track rather than the diplomatic one, and it moves the question in the direction of less implementation, not more.
