The Board's referral of 9 September and the General Conference of 14 to 18 September fall before the window; at the latter the Director General said the Agency had conducted no in-field verification in Iran for about six months apart from Bushehr. No Security Council action on the referral was found inside the window. A senior Iranian official's warning of 19 September that further United States action could push Tehran out of the Non-Proliferation Treaty is a statement, not a withdrawal.
