State actor

European Union and the Iran sanctions architecture

The European Union has no security role in this system and does not seek one. It is in the module because it is a sanctions authority in its own right: the Council reimposed EU restrictive measures on Iran on 29 September 2025, the day after United Nations measures returned under the snapback mechanism triggered by France, Germany and the United Kingdom a month earlier. That distinction matters for how Vigil models the file. The UN measures returned through a Security Council process and belong to the module's diplomacy record; the EU measures are an act of the European Union and have an EU actor at one end. Europe is otherwise present here as an exposed consumer of gas whose price is set partly at Ras Laffan.

Why there is no E3 actor

France, Germany and the United Kingdom triggered the snapback as a grouping convened for that mechanism. They are not a standing institution Vigil needs elsewhere, and creating an actor record for them purely to give a sanctions relationship an endpoint would be inventing a party to satisfy a schema. The UN measures are therefore carried as dated events attached to the nuclear-diplomacy track, and only the EU's own measures are modelled as a relationship — in P2, not here.

Exposure without presence

European gas prices moved sharply against American benchmarks after Qatari liquefaction capacity was damaged, which is the main channel through which this system reaches Europe. There is no European military role in the Gulf war and the module does not manufacture one.

What is unresolved

The date on which the reimposed United Nations measures took effect is given as 28 September 2025 in most accounts and as October 2025 in a specialist analysis of the IAEA reporting. The module records the discrepancy rather than choosing, and it must be settled before the sanctions timeline is authored.
