In brief

The executive-branch ministry that administers, funds and procures for all of Iran's armed forces and owns the defence-industrial conglomerates — the organisation that makes the missiles the Guard fires, and the one whose designations carry most of the arms sanctions.

Notable history

Created in 1989 by merging the Defence Ministry and the Ministry of the Revolutionary Guard into one body, the ministry sits in the executive branch under the President and does the administering, funding and procuring that the General Staff does not. Its industrial arm is where the module's missile lane becomes physical: the Aerospace Industries Organization produces the ballistic missiles, the Defence Industries Organization is a conglomerate of hundreds of firms, and the Marine and Aviation Industries Organizations build for the navies and air arms. Those bodies are the most frequently designated entities in the United States, European Union and United Nations sanctions architecture, and their facilities were struck in June 2025 and again from February 2026. The minister was killed on the opening day of the 2026 war, on the same day as the chief of the General Staff.

Strengths

An industrial base that has kept a missile and drone programme running under four decades of sanctions, which is the single most consequential fact about Iranian military capability.

Limitations

The same base is the war's principal target set, and United States claims that much of Iran's missile manufacturing capacity has been destroyed are carried as claims. The ministry's own accounts of its industries are positions. Nothing here describes facilities by location, output or condition.

Subordinate formations

Rows are layout only — position and order carry no hierarchy, importance, sequence or strength. Every record shown is an immediate subordinate of the selected organisation.

The ministry administers and procures; the General Staff plans and reports to the Supreme Leader. The two are institutionally distinct and neither commands the other, which is why the ministry is a root beside the military pillars rather than a node under any of them.
