What happened

France, Germany and the United Kingdom notify the Security Council that Iran is in significant non-performance of the JCPOA, starting the thirty-day process that returns previously terminated United Nations measures.

A process rather than a relationship: the three states acted as a grouping convened for this mechanism, which is why the module authors no E3 actor and carries the snapback as chronology instead.
