Azerbaijan's stated precondition — that Armenia first amend its constitution — is unchanged; Armenia's drafting council is to produce a text by the end of 2026 for a referendum slated for 2027, and no draft has been published. Why it matters

The near-term observables are the draft's publication and a referendum date, not the signature itself, because the signature is conditioned on them — and the June election left the governing party short of the majority a referendum requires.
