Why it matters. This is the module's principal live diplomatic file and the one on which its Policy view turns. It is also the clearest case in Vigil of the distinction between an agreed text and a concluded settlement: everything about the situation is better than it was in 2020, and nothing about it is finished. How the transport chapter resolves will determine whether the region's connectivity changes materially or whether the closed borders persist as they have for thirty years.

Why it matters. This is the module's second distinct file, and treating it as part of the Armenia–Azerbaijan conflict is the most common analytical error about the region. It has different parties, a different legal question, a different external configuration and no shared pathway to resolution. It also matters as the region's clearest case of a genuinely frozen conflict: nothing is being fought and nothing is being settled, hundreds of thousands remain displaced from the 1990s and 2008, and the daily reality for people living near the lines is administrative rather than military.

Why it matters. This is the conflict that organised the region's politics for a generation, and its ending reshaped everything else in the module: Armenia's security realignment, Russia's loss of standing, Türkiye's gains, and the corridor diplomacy that now dominates the negotiation. It is also the clearest case in Vigil of a conflict that ended decisively without ending its consequences — the territorial question is settled and the files it generated, from property and heritage to detainees and the missing, are not.
Context, not targeting. Campaign records describe objectives, participants, phases and outcomes at the level of published analysis. They contain no current positions, force ratios, unit locations or strengths — those classes of content have no fields in Vigil's schemas. See the methodology.
