Missions, markets and membership: the EUMM's incident record on the Georgian lines, the EUMA's presence on Armenia's border, trade agreements and market access, gas purchases from Baku, sanctions on Georgian ruling-party figures — and enlargement, the one lever whose withdrawal is itself a sanction.

Trajectory

Brussels mediated the Armenia–Azerbaijan track through 2022–24 before the decisive format moved to Washington; its Georgia policy shifted from reward to conditionality as the crisis deepened; and its energy diversification made it Azerbaijan's customer while its parliaments criticised Baku's record — the standing tension of its Caucasus presence.

Relationships

Deepening partnership with Armenia; energy-pragmatic relations with Azerbaijan; an accession relationship with Georgia's government that has passed from frozen to penalised, alongside open support for its society; no relations with the de facto entities, whose lines its monitors watch from the only side they are allowed to stand on. In August 2026 four EU and European states stated jointly that the Russia–South Ossetia treaty has no validity under international law — the Union's characteristic instrument in this file, which is a legal position rather than a consequence.

What the EU is, and is not, in this region

Four distinct roles that are routinely collapsed into one. MEDIATION: it brokered Armenia–Azerbaijan talks through 2022–24 until the decisive format moved to Washington, and it is not the mediator now. MONITORING: two unarmed civilian missions, one in Georgia since 2008 and one in Armenia since 2023, which observe and report and do not intervene. INVESTMENT AND MARKET ACCESS: DCFTA, assistance packages, Middle Corridor finance — its heaviest instrument. MILITARY COMMITMENT: none, to anyone, anywhere in the region. Armenia's western turn has produced partnership and observation, and no state has offered it a security guarantee. This module states that in each place a reader might infer otherwise.
