Penalised, not suspended. Council conclusions of December 2025 state that the accession process has effectively come to a standstill; on 6 March 2026 the Commission suspended the visa exemption for holders of Georgian diplomatic, service and official passports for twelve months, to 6 March 2027, with the exemption for ordinary citizens untouched. Candidate status, granted in December 2023, has not been formally withdrawn or suspended. No Georgian act reversing the measures the Union names — the treatment of protesters, opposition politicians and independent media since October 2024 — has been identified.
