Standing assessment
Current condition
High confidenceAs of
Penalised, not suspended. Council conclusions of December 2025 state that the accession process has effectively come to a standstill; on 6 March 2026 the Commission suspended the visa exemption for holders of Georgian diplomatic, service and official passports for twelve months, to 6 March 2027, with the exemption for ordinary citizens untouched. Candidate status, granted in December 2023, has not been formally withdrawn or suspended. No Georgian act reversing the measures the Union names — the treatment of protesters, opposition politicians and independent media since October 2024 — has been identified.

Opened by the Watch & Activity monitoring expansion pass, which found Georgia's own institutional trajectory recorded as two key events and a dormant candidacy relationship with no standing question. Baseline is the March 2026 suspension in force and candidate status not formally suspended.
Why it matters
A candidate whose process is stalled and a state whose officials are having privileges withdrawn are two different positions, and the module keeps them apart because the next step in each direction is an instrument with a date: a wider visa suspension or a formal suspension of candidacy on one side, a repeal or a release on the other. The track matters beyond Tbilisi because Georgia carries the region's transit — the Middle Corridor, the Armenian dependency — and a state moving out of the European system changes what that transit runs through, which is why the question sits beside Russian integration of the entities rather than under it.

01Test
The visa suspension widened or extended
Extension beyond March 2027, or suspension of the exemption for ordinary biometric passports — a Commission or Council act with a date.
02Test
Candidate status formally suspended or withdrawn
A Council decision on the status itself, as distinct from conclusions describing the process as at a standstill.
03Test
EU restrictive measures on named Georgian officials
Listings under a Union instrument, as distinct from member-state measures already in force.
04Test
EU funding suspended, redirected or resumed by instrument
A decision on assistance to the state — the measure that lands on the budget rather than on travel.
05Test
A Georgian act reversing a measure the Union names
Repeal or amendment of the laws the Union cites, release of detained opposition figures or journalists, or an election arrangement accepted by the Union — an act with legal effect, not a statement of intent.
06Test
A formal EU–Georgia dialogue resumed
An Association Council, a high-level dialogue or a named format convened after the standstill — the observable that shows the track reopening before any measure is lifted.
What would change the assessment2 assessment-change conditions · qualitative, as the record states them
A wider visa suspension, a formal suspension of candidacy or Union listings of officials
Assessment effectmoves the track from penalised to suspended and changes what Georgia's transit runs through.
A Georgian reversal act accepted by the Union in a dated instrument, or a formal dialogue reconvened
Assessment effectmoves it back toward a process either side is managing.
What remains unknown
- The Commission's assessment of Georgia's response to the March 2026 suspension is not public until the next mechanism report; what the Union has asked for is stated in general terms.
- Whether the authorities regard the measures as a cost worth bearing is inferred by commentators and stated by nobody in office.
Readings the evidence also supports
- The track is being decided by the 2028 electoral calendar rather than by instruments, in which case neither side moves before it and the observables record a standstill by design.
Listed because the record's own assessment is not the only one its sources permit — not as a hedge on the assessment above.
