The July 2022 agreement to admit third-country nationals across the land border is unimplemented, no opening date has been announced by Ankara, and Türkiye continues to tie full normalisation to the Armenia–Azerbaijan settlement, whose treaty is initialled and unsigned.

Why it matters
Two of Armenia's four borders are closed, and this is the one whose opening is agreed, built and waiting on a decision in Ankara. An open crossing changes the arithmetic of Armenian access — the Georgian dependency, the Iranian route, the transit-concentration chain — before any railway does, and it is the clearest external test of whether Türkiye treats the normalisation track as its own or as Baku's. The question is posed on the crossing rather than on the relationship because a border is open when people and goods pass it regularly, and by no other measure.
