Why it matters
Announced capacity, actual production and arrival in Ukraine are three separate things, and only the third changes what can be fired on a given night. Each class of Russian strike weapon is answered by a different defensive layer with a different supply chain, so the composition of a strike package decides which lane is consumed; the ballistic lane is the one Ukraine cannot yet supply itself. A six-month interruption in Western appropriations in 2023–24 showed up on the front within weeks, and the gate that has bound more often since is industrial — capacity follows firm multi-year orders, not pledges.
