Electricity generation and fuel supply
The system that decides whether a country at war can be kept warm, lit and working — and the one being attacked for exactly that reason.
Ukraine's electricity and fuel system combines nuclear generation, hydro on the Dnipro, thermal plant and imported refined product, tied since 2022 to the European grid. Sustained strikes have made generation and import capacity the constraint on industry, heating and water alike.
Overview
Ukraine entered the war with a generation mix dominated by nuclear, supported by hydroelectric plant on the Dnipro and by thermal generation, and with a refining sector that had been in long decline. Two changes have defined the system since. First, synchronisation with the European grid in 2022 — carried out under emergency conditions — gave Ukraine the ability to import electricity, which has become a standing rather than exceptional part of supply. Second, the sustained Russian strike campaign against generation and transmission has removed a large share of thermal and hydro capacity and made repair a continuous national effort. Liquid fuel is now overwhelmingly imported through the western land corridors after domestic refining was largely destroyed early in the war. The largest single nuclear station, at Zaporizhzhia, has been under Russian control since 2022 and is not generating, and its safety has been a standing concern of the IAEA.
Why it matters
This system is where the military, economic and humanitarian dimensions of the war become one subject. Generation determines whether households have heat, light and pumped water in winter; whether industry — including the defence industry — can operate; how much of the state budget goes to imported electricity and repair rather than to defence; and whether displaced people return. It is also the system that makes air-defence interceptor supply a humanitarian variable, which is a connection few other conflicts make so directly.
What depends on it
Near-total and with no rapid substitute. Electricity cannot be stockpiled; generation lost is generation unavailable until repaired or replaced, and the long-lead components involved take many months to source. Imported refined fuel depends entirely on the same western land corridors that carry military supply, so a constraint on those corridors is simultaneously a fuel constraint. Grid interconnection with Europe is the only fast-acting relief available, and its capacity is finite.
What disruption does
Generation shortfall reaches the population as restricted supply in winter — heating, lighting, water pumping and hospital continuity all depend on it — and reaches the economy as constrained industrial output and as a fiscal cost in imported electricity and repair. Because the same strikes hit rail electrification, they also reach the supply and evacuation network. The compounding effect is what makes this system the module's clearest single link between a military campaign and civilian conditions.

Alternatives and redundancy
Genuine but partial. Grid interconnection with Europe provides imports that no amount of domestic damage can remove, and it is the main reason the system has not failed in any winter. Decentralised and distributed generation reduces the effect of any single strike. Neither substitutes for lost large-scale generation: imports are limited by interconnection capacity and cost money the budget does not have spare, and distributed generation is expensive per unit and small. The one genuine structural alternative — restoring the Zaporizhzhia station to the Ukrainian system — is a political and military question rather than an engineering one.
Documented disruption history
Sustained seasonal strike waves against generation, transmission and gas infrastructure, repeated every year since 2022, producing rolling restrictions and continuous repair. The module publishes no assessment of current system state.
Destruction of most domestic refining capacity early in the full-scale war, converting Ukraine into an importer of refined product through the western land corridors.
Loss of the Kakhovka dam, which removed hydroelectric capacity, changed the lower Dnipro's water regime and affected cooling-water availability at the Zaporizhzhia site.
Military implications

- The current state of the energy system is not published by Ukraine for security reasons, and this record makes no claim about it.
- Facility-level damage assessments are not published; effects are described at system level from operator statements and agency analysis.
- Repair costs and long-lead component availability are commercially and operationally sensitive and are reported only in aggregate.
Readings the evidence also supports
- Winter supply restrictions can be attributed to strike damage, to the pre-existing age of the generating fleet, or to the loss of the Zaporizhzhia station's output from the Ukrainian system. All three contribute and published data does not apportion them.
- Improved winter performance in later years can be read as successful hardening and dispersal, or as evidence that strike volumes have been below what a national grid requires to fail. The two imply different consequences if volumes rise.
