Ukrainian towns and cities depend on centralised systems that all require electricity: district heating serving apartment blocks, pumped water and wastewater, hospitals, and the telecommunications on which emergency services and information depend. In a continental winter these are not conveniences — district heating in particular has no household-level substitute in the multi-storey housing where most urban Ukrainians live.

Frontline and near-frontline regions carry the heaviest burden because they combine the greatest damage with the fewest alternatives, and the residents least able to leave are disproportionately elderly, disabled or caring for others. Of the 12.7 million people assessed as in need, those in unheated multi-storey housing in a cold month are the group whose need is most immediate and most seasonal. Hospitals on backup generation face fuel supply as a constraint rather than power as such.

Where heating and water cannot be restored for an extended winter period, the practical response available to residents is to leave — internally, or across a border — and that movement would be attributed to conditions rather than to fighting, so it would not appear in any frontline-driven displacement tracking. It would also affect return decisions by the 6.8 million refugees abroad, for whom the state of services at home is a documented factor. What remains unknown
- Displacement is tracked by movement rather than by cause, so winter-condition displacement cannot be separated from other drivers — which is why the final step is graded plausible.
- The current state of the energy system and of supply by area is not published for security reasons and is not assessed here.
- Conditions in occupied territory are not observed by humanitarian agencies at all; figures for those areas are floors rather than counts.
- Excess mortality attributable to cold and to service interruption has not been established for any winter of this war.
Readings the evidence also supports
- Movement out of affected regions in winter could reflect service conditions, proximity to the front, or the ordinary consolidation of families already displaced. All three operate together and movement data does not distinguish them.
- Improved winter outcomes in later years can be read as successful hardening, dispersal and import capacity, or as evidence that strike volumes have been below the level required to break a national system. The two imply different consequences if volumes rise further.
