Ukrainian towns and cities depend on centralised systems that all require electricity: district heating serving apartment blocks, pumped water and wastewater, hospitals, and the telecommunications on which emergency services and information depend. In a continental winter these are not conveniences — district heating in particular has no household-level substitute in the multi-storey housing where most urban Ukrainians live.

Repeated strike waves since October 2022, concentrated before and during winter, have produced rolling supply restrictions and periods of extended outage across the country. The pattern has repeated every year. Restoration has been achieved each time through emergency repair, decentralised generation and imports from the European grid, and the module publishes no assessment of which areas are currently supplied. All three of those restoration routes run through the same high-voltage transmission and substation layer, which is why damage there propagates further than damage to any single generating station: the IAEA documented a main power line to the Zaporizhzhia site repaired in June 2026 under a negotiated ceasefire and still unusable, because the substation feeding it had been destroyed.

The civilian conditions exposed are heating, water and sanitation, health service continuity and communications, and they are not evenly distributed. Frontline and near-frontline regions carry the heaviest burden because they combine the greatest damage with the fewest alternatives, and the residents least able to leave are disproportionately elderly, disabled or caring for others. Of the 12.7 million people assessed as in need, those in unheated multi-storey housing in a cold month are the group whose need is most immediate and most seasonal. Hospitals on backup generation face fuel supply as a constraint rather than power as such.

Where heating and water cannot be restored for an extended winter period, the practical response available to residents is to leave — internally, or across a border — and that movement would be attributed to conditions rather than to fighting, so it would not appear in any frontline-driven displacement tracking. It would also affect return decisions by the 6.8 million refugees abroad, for whom the state of services at home is a documented factor. Vigil grades this plausible: displacement is tracked by movement rather than by cause, so winter-condition displacement cannot be separated from other drivers in published data.
