Air-defence sustainment
Ukraine's air defence is four systems with four supply chains, and only one of them is Ukrainian.
Four classes of air threat are answered by four defensive layers, each drawing on a different production and resupply path. The cheapest is domestic and scaling; the layer answering ballistic missiles is external, globally contested and unquantified in public. Success in one lane buys nothing in another.
Overview
This module treats air defence as a supply question rather than as a capability, because that is where its variation comes from. One-way attack drones are answered by anti-aircraft artillery, MANPADS, mobile fire groups, electronic warfare and cheap domestically produced interceptor drones — a layer Ukraine builds itself across more than twenty producers. Cruise missiles are answered principally by NASAMS and IRIS-T SLM, donated systems whose interceptor resupply is set abroad. Ballistic and quasi-ballistic missiles are answered by Patriot PAC-3 and SAMP/T only, a single narrow lane fed by production Ukraine neither owns nor is first in the queue for. Glide bombs are not an interceptor problem at all: the assessed counters are dispersal, electronic warfare and attacking the launch aircraft and their airfields. Because the four lanes do not substitute for each other, a good night against drones and a bad night against ballistic missiles are not a contradiction — they are the normal output of four separate supply systems.
Why it matters
Almost every question about what Ukraine can protect resolves into a question about which lane the threat arrives in. It also explains why the public argument about air defence is so often conducted in the wrong units: announcements about production expansion are not deliveries, and deliveries are not stocks. The distinction matters beyond the military file — the humanitarian record for July 2026 shows civilian casualties arriving through three different lanes at once, and no single supply decision would have addressed them together.
What depends on it
Asymmetric by lane, and that asymmetry is the strategic fact. The counter-drone layer is substantially domestic and is the only part of the system whose output Ukraine controls. The cruise-missile layer is entirely donated. The anti-ballistic layer is both entirely external and effectively single-source: PAC-3 MSE production is allocated globally with United States priority, 94 per cent of it funded through Foreign Military Sales, against an allied order backlog reported at more than 4,300 rounds — roughly seven years of output at 2025 rates. Ukraine is a customer in a queue it does not administer, and no operational substitute for that lane currently exists. One is being built: the FP-7.X interceptor, developed by Fire Point within the Freya system and adopted as the flagship project of a ten-state Integrated Anti-Ballistic Missile Coalition formed in July 2026. It reached guided flight testing in June 2026 and has not attempted an interception; its developers target a first successful intercept in mid-2027. It is recorded here as a dated attempt to change the dependence, not as a change to it — and, since its design is built around a German seeker, Norwegian command and control, European radars and NATO Link 16, success would relocate the dependency to Europe rather than remove it.
What disruption does
When a lane is constrained the effect does not spread evenly across the air war — it appears in that lane only. That is why the reported interception rate against one-way attack drones improved through 2026 while the reported rate against ballistic missiles stayed low: the two are not measuring one system. Because the anti-ballistic lane has no domestic substitute and no published stock figure, its condition can only be inferred from outcomes, and those outcomes are themselves difficult to read — Ukraine does not publish how many incoming missiles were engaged, so a low interception rate cannot be separated from a decision not to engage.

A six-month interruption in US appropriations reduced what entered the system. Air-defence interceptors were among the first categories rationed, because they are consumed continuously and cannot be substituted domestically.
Licensed Ukrainian co-production of Patriot interceptors moved through four incompatible public positions without producing an instrument: a pledge at the NATO summit on 20 July, a public reversal by the US president on 31 July, a statement by the US ambassador to NATO on 3 August that an agreement would not be concluded before winter, and an assertion by President Zelensky in August that a decision had been made, which US officials had not confirmed by 14 August. No licence, contract or delivery was established. This is recorded as a disruption to the pipeline's authorisation stage, not to a flow of materiel.
Political implications
Places the most consequential lane of Ukrainian air defence inside another state's export-licensing decision, and inside a queue of other customers.
Military implications
Sets what can be protected, and against which threat class, independently of how many launchers are fielded.
Economic implications
Interceptor production is constrained by seeker and solid-rocket-motor capacity shared with other missile programmes, so expansion competes with other munitions rather than being additive.
Humanitarian implications
Which lane a strike arrives in determines whether it can be engaged at all, which makes air-defence supply a civilian-protection variable and not only a military one.
What remains unknown
- Ukrainian interceptor stock levels are not published for any system, and no figure is stated here. The only attributable public statement is a presidential remark that Ukraine holds substantially fewer anti-ballistic interceptors than a year earlier — a belligerent claim about a classified quantity.
- Delivery volumes to Ukraine are not published at system level by any supplier. The German federal government's itemisation is the only primary source separating delivered from planned support, and it is frozen at 17 April 2025 and covers one donor. There is no current, systematic public delivery record for Western military assistance.
- Ukraine does not publish attempted engagements, so reported interception rates have no denominator and cannot be treated as a measure of system performance.
- This record publishes no siting, no battery dispositions and no assessment of current coverage of any area or target class.
- No public evidence establishes that the FP-7.X interceptor has attempted, let alone achieved, a ballistic interception. Its test programme is reported by its manufacturer and has not been independently verified, and no production, contract or delivery is established.
Readings the evidence also supports
- Low reported ballistic interception can be read as interceptor scarcity, as Russian missile and trajectory adaptation, or as an engagement choice in which fewer incoming missiles are engaged at all. Specialist analysis has ranked adaptation above scarcity and has noted that the decline began before the shortages later cited for it; the module records the competing readings and does not select between them.
- Improvement in the counter-drone lane can be read as the effect of scaled interceptor-drone production or as a change in what Russia was launching, since decoy and strike types are counted together in the public reporting. Both are consistent with the published figures.
Listed because the record's own assessment is not the only one its sources permit — not as a hedge on the assessment above.
Concluded instruments, not announcements
A signed licence, a placed contract, or a delivery confirmed by a supplying government. Pledges, framework agreements and expansion targets are not any of those, and the distinction has been load-bearing in this file for more than a year.
Actual production against announced capacity
PAC-3 MSE output was 620 interceptors in 2025 against a target of 2,000 a year by 2030. Watch the annual figure rather than the target, and watch the two named bottlenecks — seeker production and solid rocket motors — which are under expansion contracts and not established as resolved.
The allied order backlog
More than 4,300 rounds reported outstanding for other customers. Ukraine's practical access depends on that queue as much as on any decision about Ukraine.
Whether the counter-drone lane holds against faster drones
The domestic lane is the one Ukraine controls, and it is matched against propeller-driven targets. Reported Russian movement toward jet-powered types is the test of it.
Whether FP-7.X reaches a demonstrated interception
Its developers target mid-2027, and the coalition financing the programme defines a minimum viable product as a successful ballistic intercept — so the milestone is the programme's own test, not one imposed on it. A demonstrated interception would be the first evidence that the anti-ballistic lane can be supplied from anywhere other than the United States.
