Summary

Since February 2022 the United States has been the single largest source of advanced weapons and intelligence reaching Ukraine, alongside budget support that is substantial but smaller than the European share. The relationship's defining property is not its size but its conditionality: it runs on appropriations, and the six-month interruption between October 2023 and April 2024 showed what that means in practice — Ukraine rationed air-defence interceptors and artillery within weeks. Every subsequent European decision has been taken with that precedent in view. The categories at issue are the ones with no European substitute at scale: long-range air defence and its interceptors, deep-strike munitions, and the intelligence that makes both usable.

Why it matters

It is the module's clearest case of a military variable that is actually a political one. Ukraine's air-defence coverage in any given month is a function of a legislative process in Washington, which is why this module treats American aid votes as an indicator rather than as background — and why the question of European substitution is a capability question, not a budgetary one.

What remains unknown

  • Vigil publishes no quantities, delivery schedules, stock levels or allocations for this or any other support relationship. The relationship is recorded as documented categories of assistance, not as a measured flow, and the absence of those fields is structural.
  • The intelligence component is described at the level of published reporting. Its content, mechanisms and limits are not established in open sources and are not characterised here.
  • Announcement, appropriation, contracting and arrival are four different dates, and reporting frequently conflates them. This record does not attempt to reconcile them.

Readings the evidence also supports

  • The 2023–24 interruption can be read as evidence that the relationship is structurally fragile, or as a single episode that produced a European adjustment which has since reduced the exposure. Both readings are current and the module does not adjudicate between them.
