Why it matters
The chain runs recruitment → training → equipment → unit integration → deployment → regeneration, and each stage has its own failure mode. A headline mobilisation figure hides where the chain actually breaks; a Russian decision to mobilise formally, rather than pay for contract recruitment, is the single political act on the Russian side that the whole attrition arithmetic turns on. Equipment enters the same chain: a unit regenerated on paper without the systems it lost is not regenerated.
