President al-Sharaa said on 17 September that the talks are progressing and that an agreement may soon be reached, describing it explicitly as a security arrangement rather than peace or normalisation, and reporting describes a shape dividing southern Syria into three zones with a buffer strip permitting police and internal security only. None of the observables is met: no signed text, no timetable, no withdrawal arrangement and no deconfliction cell constituted. Neither party published a negotiating position, and the humanitarian-corridor demand into Sweida remains unaddressed in public.
