The Azerbaijan-brokered military deconfliction channel used by Türkiye and Israel over Syria since 2025. It exists because both hold positions in the same country and neither wants a direct clash; the August 2026 strike at Abu al-Duhur passed without warning through it.

Summary
Türkiye and Israel compete for influence in post-Assad Syria and have used an Azerbaijan-brokered military channel since 2025 to keep that competition from producing a direct clash. The channel's limits were demonstrated twice by force: Israeli strikes on Syrian airfields associated with Turkish basing plans in April 2025, and again at Abu al-Duhur in August 2026 — the second carried out with no warning through the channel the two had been using. That failure is why the United States envoy proposed relaunching an Israel–Syria deconfliction cell on a standing, round-the-clock basis with Türkiye as a direct or indirect participant. The channel therefore exists, has been used, and has not reliably done the one thing it was established to do.
Why it matters
It is the thin mechanism between two American partners whose objectives in the same country do not align. Reading it as cooperation overstates it; reading its August 2026 failure as its collapse understates a structure both sides evidently still want. What it is, precisely, is a channel neither party is obliged to use.
