The August 2025 memorandum's terms are unpublished. Israel struck Abu al-Duhur on 18 August 2026, saying it prevented a Turkish drone and radar deployment; Türkiye denied any delegation had been at the base and Syria denied any deployment plan. On 22 September Syria's president said Turkish posts in the north-west are to receive legal status once the People's Assembly endorses it; the posts he named are not airfields and no instrument has been published. No Turkish personnel, air-defence system or aircraft has been documented stationed at any Syrian airfield.
