On 22 September the president said Russia's presence had shrunk to two sites that are now training centres, not bases providing logistical work for operations launched from them against other countries. That is a statement about the facilities' outward use; it does not address their own resupply, which the 7 September run documents, and it is not a withdrawal demand, since it carries no date. That bears on the routine-operation observable and does not meet it: one run inside a three-month transition is consistent both with an orderly drawdown and with an unchanged arrangement, and the published basing terms remain unpublished.
